I see a great many references to this, that and/or the other "pirate", yet I can't seem to come up with a cohesive, inclusive definition.
Having traveled to many regions, in many security levels, and observed many different groups of players interacting with each other, it seems to me that whether one is a "pirate" or not depends entirely upon the observer's point of view at the time, and as such raw subjectivity does not lend itself at all to a proper definition, I request the assistance of the more erudite among the capsuleer class to assist me in narrowing down this elusive creature.
I have seen many a player proudly claiming to be "anti-pirate" nevertheless give a good walloping to a person otherwise peacefully minding their own business, proclaiming that victim to be on some or another "red list"..........
I have flown ( regrettably, and only once ) with a faction warfare fleet commander who proclaims himself to be vehemently "anti-pirate", yet who directed an attack on a hapless neutral hauler simply because he was bored. ( many of us chose to leave his fleet at that moment, such actions are deplorable in my opinion ) ..............
So, in desperation and risking what is certain to be much abuse from those who proudly wear the "pirate" label, the question is asked:
Just what, exactly and precisely, is a "pirate"?
Or is it so subjective a label that a true definition simply can not exist?

You're pirate if you shot someone because you just wanted to(excluding blues and stuff like that)  Not much to say otherwise tbh.

Doesn't everyone who fits armaments to their ships "want" to shoot someone?
Your explanation leaves it that everyone in the game with an armed ship is a "pirate"...........

It's been asked more than a dozen times. A simple Evefiles search would reveal what you're looking for.
But I'll say it's subjective. I don't consider myself a pirate, I'm an extortionist, currently. However, the person on the receiving end of my activities may call me a 'griefer' or a 'pirate' because I am hampering their activities.
It's a label, nothing more, and similarly just as worthless.

I tend to make the distinction between "Pirate" and "PvPer" at where your income is coming from. If you pop ships and pods for the hell of it, and replace your losses with missions, ratting, selling GTCs, etc you're a "PvPer". These guys rarely offer ransoms, even to pods.
Only if 100% of your income comes from ransoms and dropped loot do you qualify to be a "Pirate". Pirates generally tend to be a more honorable bunch than the other type. These guys often strive to gain a reputation of honesty and trustworthiness, because that's a really good thing to have in the ransom business.

Piracy is a war-like act committed by a nonstate actor, especially robbery or criminal violence committed in space, on a station, or sometimes in orbit at a planet, either from a vessel flying no national flag, or one flying a national flag but without authorization from a national authority. It does not normally include crimes on board a vessel among passengers or crew. (Or general shooting of nubs)

Pirates are people interested in having inappropriate and unwanted sexual relations with your Ship/Pod via the medium of hot plasma and depleted uranium fletchttes(figuratively speaking), that may sometimes be bought off with isk or ballads sung on Vent but more often simply want to watch pretty explosions- yours.
Alternatively,
they are sociopathic griefer n00bs that should come to 0.0/'insert place here' so you can show them how much better you are than them (in game, but you really mean in RL too)

imo, someone who makes their way/isk in eve by taking it from other players
this defination includs scammers and hi-sec pirates / war decers
This does not include 0.0 alliances because they dont need an external player base to make isk.
However the tradational term is applyed to someone with a sec status below -5.
